As the GOL intensifies tax collection at the Ministry of Finance from businesses, service providers and vendors,
It must do so with compassion considering that the process is flawed and ripe with corruption. It must make the process expedient and less time consuming so that business people are not kept in endless queues. It must first of all ensure that it has all documentations as to who has and hasn't been paying taxes. It must go after secondary tax payers rather than demanding that a tax paying client do that for them.

It must go after property owners who are delinquent in paying their taxes rather than expecting a renter to do their dirty work.It must revisit the penalties tagged unto taxes when there's delay.  Such delay must first be evaluated to ascertain that it is not the fault of the Government It must revisit the Revenue Code of 2000 so that there are adjustments made in the law to make the process a little less cumbersome and learn to collect more taxes. It must reconsider The Buy Back system so that if you owe government $100.00 and government owes you $200.00, it can deduct whatever is owed and make payment thereafter.  At this rate, the level of tax payment may sharply increase.

It must not hold a vendor's check because his/her landlord has not paid real estate taxes, most renters don't delve into a property owner's tax records before going into signing rental agreements.  Besides, the government should not expect a business or vendor to be a tax collector. It must finally rethink the entire system and make comprehensive overhaul that will make it efficient, effective, robust, and tax payer friendly to enable the Ministry and Government as a whole collect more taxes rather than being this big BEAR (Budget, Expenditure, Administration and Revenue) that frightens everyone away.It must collect more taxes by doing the deductions and giving the tax payer his/her change and since this is not the law, change it so that it is.  It may also help to reduce domestic debt because payment will not lapse and be diverted to other uses.
