What is observed to be a 'strange' method operandi for stealing funds from government's coffers is yet to be uncovered by the national security apparatus, despite frantic efforts by them to curb the rate of corruption in this national rebuilding process..
In recent, the level of corruption, if measured, is considered the highest and most rampant record in the Up-led Government of Madam Sirleaf, so to speak, in the history of our country. Although many have lambasted Auditor General John Morlu about his declaration that the Sirleaf Government was three times more corrupt.
While the issue has raised serious concerns in every sector of our society, as well as amongst, patriotic Liberians in the diasporas, the government is yet to put into place the necessary counter-reactionary mechanism accordingly.
Frankly, most of those involved in the commission of these criminal offences are referred to as the 'Exotic Bureaucrats', most of whom are imported Liberian Expatriates from the diasporas, particularly from the United States of America, coming with 'new techniques' of corruption to break down their 'National Origin' under the guise of contributing their quotas to the reconstruction process.
Actually, we expect these people to be responsible, in that their first and foremost duty should be 'loyalty to the Nation and President. But, rather, most of them are disloyal to the Nation and people, thus exploiting the meager revenue of the government which is much needed to be used to defray its huge public expenditure, particularly created by them.But what is most pathetic is that instead of them exhibiting the duty of a citizen to even pay their taxes, they rather defraud the revenue thru exotic criminal means.
Said and old tipper of Firestone, “they do not even realize their importance as citizens that live in a civilized society; that have certain moral, social, and national obligations to their so-called 'National Origin'”.
“They are not worthy citizens”, said old Lady Jwah, a fufu seller at Waterside Market, adding, “the least elements of good citizenship which are 'co-operation' and service to the Community' are not being practiced by any one of tem, which set the principles of worthy citizens of any nation'. Continuing in a very angrier tone, the poverty-stricken old woman said, “Every human depends on each other at every turn of our lives, this is why production in our modern system is based on 'division of labor' or 'specialization' in order to get expected results, but this is not the case with the Liberian society. Hence, our children are using their Education and specialty to exploit the down trodden country men at the detriment of their lives”.
They say “they come to render service to their National Origin, which is one of the noblest duties of citizens. But actually the performance and activities of these exotic ministers and other officials do not prove the qualities of leadership and sense of responsibility, and the kind of citizens our country needs at the present time to serve it”, she snapped.
Well, with the least person in the Liberian society noticing the exotic corruption activities being practiced around here, prosecution of these people go undone. In most instances, no act of deterrence is being applied, and dispositions are the order of the day.
Accordingly, these exotic or strange bureaucrats recruited into the mainstream of government's bureaucracies continue to introduce strange schemes in exploiting government of its resources, and if found guilty at time, the legal incapacitation is not applied following the due process of law.
However, legal practitioners argued that even with the due process of law being applied at time, does not require the accessories or accomplices in these corruption cases to be properly adjudicated, which could lead to a penalty of garnishment (though whatever money or item taken was not taken on the basis of credit). The practitioners furthered that even in cases where elements are adduced, the perfunctory act of the courts at times, failed to use its subpoena power to bring forth said accused for prosecution, which is considered a strategy of 'nolo contendere' assumed being applied by the court on behalf of the accused.
But, whatever the case may be, the actual motives of these accused corrupt officials, be it from the diasporas or not, should be made known in courts, because they have failed the Liberian people, haven gone abroad for studies and failed to honestly and diligently serve their National Origin. Indeed, they have miserably failed to deliver the good to the Liberian people, but rather 'poor performance, poor results'.
Well, this brings to mind the question or issue of criminal obscenity on the part of these exotic bureaucratic neophytes as it relates to the economic and social security of our people.
“Despite the preponderance of evidence against those accused, or at time convicts”, a coupler says, “no presentment is made in the process, thus rendering default judgment in the accuser's favor, presumably due to lack of logistical support or negligence on government's part to prosecute such cases”.
In spite of the gravity of the criminal offences against the state which is felonious and requires speedy and fair trial, occasionally, there are some mitigating factors, one suggests, interplay with the judicial process, despite the compliance of 'Privilege Against self Incrimination' in the process.
But whatever the issue could be, mitigating factors or aggravating factors, the interest of the state, our only patrimony, matters in the process and that everything should be accorded the courts to conduct prosecution to all involved. In cases involving officials of government or civil servants, it is believed that there shouldn't be an involvement of the heads of either the Executive, Legislative, or the Judiciary as a mediator.
Again, a strategy of 'prior restraint' is gradually sustaining against some media institutions having being noticed by the government for their vocal advocacy stance for speedy justice for all in most of these corruption cases that involve state officials, particularly those from the diaspora, who continue to bring shame to the Nation and its people, both locally and internationally. We should love our country so dearly, and set positive leadership examples for posterity to emulate.
Additionally, these wounded Economic vultures' wants and needs are very insatiable, and therefore do not understand any theory as 'Enough'; mostly; these guys, from statistical survey conducted by this paper, analyzed that officials are fighting to get “wealth and possessions', and have ignored the tenets of good governance.
The value system is not being applied at all in our bureaucracies, a clear manifestation of former United States President Jimmy Carter's saying, “Human dignity is no longer dignified by what one does, but by what one owns.”
Our leaders should began to exhibit 'dignity' in their leadership roles, which will make the Liberian people to have some value of human dignity for them
An old political analyst opined as considering them as obscurants of phony academics and surreal dissidents of insatiable wants and needs, replica of vultures in flight for what appears to be their Second National Origin, the USA.
These officials' attitudes towards the people seriously reduce their dignity, thus placing them in frustrating situations, “whose rights and human dignity are perceived as being slighted or trampled on.” Even our international donors, seeing all these social humiliations by Liberians against Liberians, may consider Liberians worthless, undeserving and undignified; in the face of these abusive treatments against vulnerable people including the aged, the poor and the disabled that had been created by these corrupt officials of government, do not necessarily diminish their sense of dignity.
These officials should begin to emulate the good examples of leadership roles of officials of other well-meaning countries that they have in recent times interacted with.
Moreover, dignified topologically skills of officials of government, considered as servants of the people, be upheld and remain responsive to the demands of the people, should be believed that the 'specialized and technical' tasks of modern government regard the appointment of 'specialized ministers.'
It has nowadays, by government, become irresponsible not to put a civil servant with training in engineering in charge of such 'technical departments' as the ministers.
Since the inception of the UP-Led Government it has been noticed and increasingly common to appoint ministers and other officials whose careers in government, and occasionally non-government posts, have provided them with substantive knowledge of particular policy problems and the business of particular ministries.
It could be perfectly normal to appoint as cabinet ministers some members of the opposition parties and several men with no previous experience of political offices. But appointments f party political heavy weights and the maintenance of party cohesion is the focus of the UP-Led Government. Appointment should be made on the basis, in this period reconciliation, with the view of representing and reconciling potentially conflicting interests.
Be it homogeneous or heterogeneous in the most socially heterogeneous western democracies, the representation of economic, religious, regional, and ethnic interests is an extremely important criterion affecting ministerial recruitment, of which most political pundits believe President Sirleaf's Administration has adapted, bringing on board Ministers of diverse political orientations and backgrounds, especially from the diaspora, to render disservices to the Liberian people for their own selfish aggrandizement.
Again, the thrust of the Liberian people's argument is that the government has not cleanly defined, by virtue of its appointments, who is equipped to serve as policy selectors, policy initiators and executive ministers. Because of this you notice that the expectations of civil servants are not as such as to encourage executive ministers and attitude to ministerial policy initiators appear ambivalent, especially at a time they (Official) have embarked and salary in equitability scheme.
Most of these Executive Ministers, some of whom come to there posts, are non-specialists that lack qualifications which many commentators believe to be an asset-if not a pre-requisite-for policy initiation as non-organization men and women, they are not obviously fitted to be Executive Ministers.
So to speak, Liberians are not concerned much of the criterion used to recruit cabinet ministers, etc, but all they need is a transparent accountable and responsible Cabinet Ministers and public officials; and their jobs should be to serve the people with honesty and diligence in their policy making, and non-corruptibility approaches to them. They should decide policy which civil servants will administer and from which the public either benefits or suffers.
